Scotland's housing minister, Paul McLennan has justified the choice to remove private rent regulations for two years, asserting that tenants 'already possess strong rights'.

He went on to state that private tenants can still request a review of their rent hikes once the temporary rent restrictions finish on 31st March .

Starting from the 1st April, should a tenant challenge their rent with a rent officer or tribunal, the increased rent will be determined at the prevailing market rental rate until the long term controls are enforced in 2027.

The Scottish government implemented a temporary private rent cap in 2022 as an urgent response to the cost of living crisis, following the Covid19 epidemic. It also committed to establishing permanent rent regulations through forthcoming legislation.

The Housing (Scotland) Bill, will introduce a long cap on private rent increases at the Consumer Price Index plus 1%, with a ceiling of 6%. It is anticipated to start from 2027.
